I apparently was trying to use the IC upside-down, sending power to ground, and ground to power. Terminate to High or Low as needed.


You are lacking decoupling caps on your chips BTW – don’t get into that bad habit, nF ceramic for each chip is a good starting point. I am only powering the IC. Here are the datasheets: Datasehet everything but power and ground.
